José Van Ooteghem studied at the Ghent university where he obtained a Master Degree in Electronic Engineering in 1976.
In 1978 he joined Belgacom (formerly called RTT) where he started as engineer in the switching department. In 1991 he became respectively Director-Chief Engineer and Deputy General Manager of the District of Ghent (1991), General Manager of the district of Antwerp (1994), Division Manager of the Operator Services Division (Brussels-1996) and Program Director on different corporate strategic projects, such as, the Number Portability Project (1999-2000) and the development and implementation of Real Estate Strategies (2001-2004).

From Oct. 1st 2004, he left Belgacom and established his own consultancy company (VOCS bvba). As management consultant, he wants to use his experience in various functions to the benefit of other companies and organizations, in Belgium as well as abroad - in the ICT sector, but also in other industry-branches.
Since 1989, José Van Ooteghem is also active in the European organization FITCE (Federation of Telecom Engineers in the European Union - Forum for ICT professionals). In 1999 he re-established the Belgian branch of which he is the president. In 2001-2003 he was also the European FITCE president (www.fitce.be / www.fitce.org). He is also board-member of several other professional and social-cultural associations.
